Victor brings nearly two decades of global leadership experience in strategic communications, project management, public diplomacy and government relations in the public, private and non-profit sectors. Throughout his career, he has engaged governments, private sector companies, civil society organizations, academia and media to catalyze partnerships, investments and research in support of economic, social and environmental reforms, in more than 30 countries across Africa, Asia-Pacific, Eastern Europe and Latin America.
Prior to joining Earnscliffe, Victor has held senior strategy, business development and communications roles in international financial institutions, private sector consulting firms and non-governmental organizations. His work has focused on agriculture, education, health, trade, digital transformation, financial inclusion, climate change and private sector development in multi-million-dollar investment and research projects funded by the World Bank, United Nations, Asian Development Bank, European Union, and the Governments of Australia, Canada, New Zealand, United Kingdom and the United States.
Victor holds a Bachelor’s degree in International Relations, a Master’s degree in Public Policy, and has undertaken graduate research in public administration at the Harvard Kennedy School of Government. In his free time, he enjoys skiing, hiking, playing tennis and chess.
