Mary Anne Carter brings a deep understanding of law, business and public policy to Earnscliffe clients, building their capacity to advocate effectively with government.

Mary Anne holds a Master of Laws degree from the University of Ottawa, and has extensive experience working with Fortune 500 companies, multi-national corporations, SMEs, not-for-profits and foundations. Having worked as a senior public affairs consultant, she has provided federal, provincial and municipal government relations counsel to clients across a range of sectors, helping them to develop strategic plans focused on major infrastructure projects, international affairs/trade relations, natural resources and environmental policy, as well as in the telecommunications, transportation, health and education sectors.

Mary Anne’s professional experience includes working at associations both in Ottawa and Washington, DC, predominantly working in corporate and international law. She previously worked for the Canadian Chamber of Commerce, where she served as legal policy director, managing the business and competition law files as well as intellectual property policy. Mary Anne was also responsible for directing Canada’s international arbitration committee at the ICC International Court of Arbitration in Paris. While in DC, she worked at the International Association of Women Judges supporting judicial training and exchange programs.

Mary Anne received the Government of Ontario’s “Leading Women Building Communities Recognition Award” in 2017, and is a regular lecturer at the University of Ottawa’s Law School’s Legal Reform program. She is the Vice President of the Canadian Club of Ottawa, and previously served as a director on the boards of the Government Relations Institute of Canada and Equal Voice.

The Goderich Ontario native is a frequent commentator on Canadian government affairs, and has been named one of Canada’s Top 100 Lobbyists.
