Paul Moen
Principal

Paul Moen has more than twenty years’ experience in government affairs, public policy and law, offering clients unique insights into competitiveness, trade policy and developing opportunities at the intersection of government and business. An international trade lawyer by background, Paul has advised major corporations, governments and not-for-profits in Canada and around the world, previously holding leadership positions in the global biotechnology industry and his own international firm, MoenGlobal Advisors.

Paul has worked with Amgen, the world’s largest biotechnology company, where he led global government affairs strategies in Canada, Latin America, Europe and China and was posted to Washington, DC. He also worked in Geneva, Switzerland as a corporate lawyer with Merck Serono, a leading European bio-pharmaceutical firm, negotiating complex business deals and supporting all operations in Asia. 

In addition to his business strengths, Paul has worked in politics advising Canada’s former Minister of International Trade Jim Peterson on Canada-US trade relations, including high-profile disputes such as softwood lumber, the Byrd Amendment and complex border issues. He has served in the public service as a Justice lawyer at Industry Canada on intellectual property issues, and as a researcher at the World Trade Organization on China’s accession to the organization in the 1990s. 

A native of Vancouver, BC, Paul holds a BA in political science from the University of British Columbia, a law degree (LLB) from McGill University and a Masters degree (DES) from the Graduate Institute of International and Development Studies, Geneva. He is a member of the Bar of Ontario, a published author and lecturer, and an active local community organizer.
