Ken Mackay has over thirty years of experience working for or with Canada’s public policy decision-makers, and brings a wealth of experience in both government and industry. Ken joined the Earnscliffe team in 2013. Mr. Mackay’s expertise in the defence, aerospace and space sectors is broad and deep. He has advised domestic and international firms, as well as small and medium-sized enterprises from across Canada, on policies and opportunities in the Canadian market.
Between 1976 and 1983, Ken was on Parliament Hill, taking on progressively senior positions with Members of Parliament and Cabinet Ministers, including the Minister of Mines and the Minister of National Defence. From 1983 to 1991, Ken held senior policy positions in the Ministries of Regional and Economic Development, Supply and Services, Western Economic Diversification, and Industry, Science and Technology. In 1991, he joined a major Canadian aerospace firm as Director of Government Relations, where he led a team of business development specialists.
In 1994, Ken founded a government relations firm – Policy Insights - specializing in defence, aerospace, and space policy and procurement, representing a who’s who of Canadian and international business. He has been actively involved in numerous policy and procurement files, including: a broad range of major defence procurement projects and their related IRB considerations; all aspects of the Canadian Space Program; the complexities of Export Control and ITAR issues; as well as Public Private Partnerships and Alternate Service Delivery initiatives. He has also led the efforts of dozens of firms who have successfully accessed government cost-shared R&D programs, e.g. SADI, IRAP and TPC.
Ken Mackay received his undergraduate degree at Carleton University in Ottawa (B.A. Honours, Political Science) and holds a Master of Science (Economics) from the London School of Economics in London, England, where he focused on the international aerospace industry.
